Cost

The cost for in-service training courses is FREE for sworn law enforcement officers affiliated with a North Carolina Agency, otherwise you will be required to pay the designated registration fee.

Online Registration

Agency heads or their representatives or students should contact the Law Enforcement Coordinator or staff member to reserve seats for the class. 

• You may preregister online or by printed form.

If students find they cannot attend a class after registering, please notify the In-service staff as soon as possible.  Classes may be cancelled if less than ten students are registered.  When classes must be cancelled, every effort will be made to contact preregistered students.

Registration

Registration for the class takes place at the time class begins.  Students arriving late or leaving early will not receive full credit for classes.  Attendees are asked to bring any issued equipment needed for the course on the day it will be utilized.

Commercialized Motor Vehicle - JCC

Course Title: Commercialized Motor Vehicle
Course Dates: March 5-6, 2012
Course Description:

This training is designed to assist law enforcement officers in the interdiction of criminals using a commercial motor vehicle. It will provide the skills needed to make a rapid assessment of a commercial motor vehicle traffic stop. This training will also show common concealment methods used by criminals to transport illegal items while in transit.

Crisis Intervention Team - JCC

Course Title: Crisis Intervention Team
Course Dates: April 16-20, 2012
Course Description:

Crisis Intervention Team (CIT) is an effective law enforcement training and response program designed for first responders who handle crisis calls involving people with mental illness, developmental disabilities, and alcohol and/or substance abuse disorders.

The CIT training is designed to:

1. Provide supportive measures and an “on-the-job-tool” that can be used by law enforcement personnel to enhance and maintain officer, consumer and public safety.
2. rovide intervention strategies and alternatives to assist in directing individuals with mental illness to the appropriate health care systems during crisis contacts and reduce their involvement in the criminal justice system.

Tactical Tracker Training

Course Title: Tactical Mantracking for Law Enforcement Level I, II
Level I Course Dates: April 2-6, 2012 or May 28 - June 1, 2012
Level II Course Dates: February 27 - March 2, 2012
Course Description:
The Tactical Mantracking Courses are designed to train selected L E personnel in tactical tracking skills, tactics and operational procedures that are necessary to conduct tracking operations in pursuit of fleeing subjects, lost or missing persons, locate sites of illicit activities.

The trainings teach students to find and track spoor without the use of electronics, or animal assistance, but to also work in conjunction with either or both. It is also the purpose of these courses to provide L E personnel with the skills, and tactics to safetly gather forensic track evidence and intelligence.

ISLET Course Repeats:

A student enrolling in the same Occupational Extension course more than twice within a five-year period will pay the full student cost. This provision is waived if course repetition is required for certification, recertification, or licensure (All fees are subject to change by act of the North Carolina General Assembly).
Details of the changes are available in the Continuing Education office.

Cancellation Policy:

A course may be canceled if fewer than 10 persons enroll.

Basic S.W.A.T. Operator Course

Course Description:

This is the Basic S.W.A.T. course that will cover every area of tactics for a basic operator. This will be an intense course that is physically and mentally demanding.

Some of the tactical areas and intense blocks of instruction covered are:

• S.W.A.T. overview
• Physical fitness for S.W.A.T. operator
• Tactical dynamic and static room clearing
• S.C.A.T. with and without weapons
• Tactical firearms (handgun, rifles, submachine gun, shotgun)
• Ballistic shields
• Down man rescue
• Entry drills
• Vehicle takedowns
• Legal issues for the S.W.A.T. operator

Necessary equipment:

1. Duty handgun and holster
2. If available duty rifle, submachine gun, shotgun
3. Gas mask
4. Tactical entry and protective kit including helmet
5. If available elbow and knee pads
6. 2 of each – smoke, gas CN or CS, flash bang if available per team
7. Ammo – handgun – 450 rounds
8. Ammo – rifle – 350 rounds
9. Ammo – submachine gun 350 rounds
10. Ammo – shotgun – 30 slugs / 30 00 buck
11. flashlight / secondary light
12. Eye, hearing protection is mandatory
13. Ballistic vest or tactical vest is mandatory
14. Recommend gloves, boots, baseball style hat, BDU style pants
15. Plenty of water
16. Ballistic Shield if available

Radar

Students should bring a department vehicle, radar, and up-to-date radar manual (March 2004 latest) on the first day of class.  Students should have read and be familiar with the manual before coming to class.

Manuals may be ordered from the North Carolina Justice Academy Bookstore.  Contact Ruby Bryant at 919-525-4151. Students should have practiced with and be very familiar with their radar units before class begins.  Students will need 30 to 60 days of practice before class.

Field Training Officer Program

Departments with written manuals should send a copy to class with the student.  If possible, students should bring at least 10 Daily Observation reports with them to class.

Law Enforcement Ju-Jitsu: Take-Downs to Ground Control & Defense

Course Description:

To build on NC-BLET S.C.A.T. take-down and ground defense training for use during a spontaneous attack by an assailant. This training is designed to present officers tactically sound take-down techniques from various Reactionary Positions utilizing gross motor skills that will be easily recalled under stress. The training will also present officers ground control, defense and escape/disengage techniques in the event control is lost during a take-down or the officer is taken to the ground by an assailant.

Course Objectives:

1. Recognize verbal and nonverbal cues that lead to subject resistance and attacks.
2. Demonstrate two (2) of the following three (3) empty handed take-down techniques.

• a. Over & Under Roll (a,b)
• b. Arm Bar Quick Take (3 variations)
• c. Arm Bar to Wrist Over/Out Reversal

3. Apply take-down techniques from four (4) Reactionary Positions during simulated spontaneous attacks.
4. Demonstrate the ability to disengage and re-evaluate a situation and apply additional and/or more appropriate reasonable control options.
5. Demonstrate five (5) of the following six (6) ground defense/control techniques during simulated attacks:

• a. Ground Defense – Standing To Base
• b. Guard (closed) Position
• c. Straight arm bar from the Guard
• d. Standing to Base from Open Guard
• e. Escape from the Guard (Using Ground-N-Pound and/or a Fixed Object)
• f. Escape from the mounted position

6. Demonstrate weapon retention from one (1) of the following positions:

• a. Suspect in officer’s guard – using shoulder lock (chicken wing arm bar)
• b. Suspect in full mount
• c. Suspect Side Mounted (Gun side and non gun side)

Close Quarter Combatives

Course Description:

This class is designed to give officers a chance to explore dynamic, but natural responses to close quarter attacks by single and multiple assailants and the close quarter gunfight.

Course Objectives:

• 1. Understand the dynamics of a close quarter spontaneous attack and defense.
• 2. Understand the Principles of a Multiple Assailant attack.
• 3. Understand the Psychology and mind-set of Multiple Assailants.
• 4. Develop Physical and Psychological Tactics to counter a Multiple Assailant attack.
• 5. Understand, based on statistics, the distances between officers and offenders during most Officer Involved Shootings (OIS).
• 6. Understand that traditional qualifying only may not prepare them for the close quarter gunfight.
• 7. Draw handgun from holster and go to target in a more efficient, smoother and quicker manner.
• 8. Conduct Objective #7 under dynamic and extreme conditions.
• 9. Using empty handed and handgun tactics, Clear, Control and Counter a gun wielding offender.

Executive Protection Operations

Course Description:

The Basics of Executive Protection Operations is a three (3) day course consisting of a minimum of forty (40) hours of instruction. Participants will also receive instruction and certification on flying armed.
With the exception of the first day, there are no set times to begin or end the day.
Each day will give the participants more objectives to complete in a given time frame. During this course, participants will be exposed to lecture, table-top and field exercises.
The course will end will a full-scale exercise.
This course is limited to 15 students. Come prepared for class.

Participants will need:

• Change of clothing for each day to include business casual, a suit and comfortable shoes, handgun, concealable holster, spare mag pouch, OC, collapsible baton and a small flashlight.
• A four-door sedan (unmarked), a letter from agency head allowing transportation of other officers and civilians during exercises.
• Bring snacks that can be carried. No meal breaks are scheduled.

The First Day
Dress code is business casual.

• Bodyguard vs Executive Protection Officer
• Threat assessments
• Advance
• How to conduct an advance and prepare a briefing
• FAA course, Flying Armed

The Second Day
Dress code will be a suit with all equipment.

• Protective detail operations
• Post assignments
• When and where to expect attacks
• Motorcades

Particpants will recieve a "Protectee's" profile and itinerary, conduct an advance and prepare a briefing. Based on the advance, a "Protectee" will be taken to various locations. Day ends with successful completion of this assignment.

The Third Day
Dress code requires a change of clothing.

• Close protective movements
• Assignments for final exercise
• Final practical exercise and evalutation
• De-brief and graduation
